No, most people shouldn't go to college, only doctors, lawyers, pilots, engineers, chemists, and other STEM fields. Most people will not do these jobs and should not be forced to pay tuition for those who do.

Tuition costs should be based on a combination of income and education-preparedness (excellent grades, good class attendance, classes taken focused on general academics [STEM, Language Arts, college-prep, etc.] and potentially in the student's chosen university major. Any loans, grants, etc., given must be paid back if a student does not complete their degree.
