As long as the women chooses to wear the garment, and is not compelled by another family member or her social circle, she should be free to wear what she chooses in public. If facial identification is necessary, it may be possible for a female civil official to conduct this in private, as would be the case for a strip search in an airport. Or alternate methods of personal identification can be used such as finger printing or eye scanning.
