Even non-violent calls must be responded to by properly-trained and protected police, for the safety of all responders, those for whom the call is about, and any potential bystanders or other victims. The police shall then decide if a social worker, psychologist/psychiatrist, medical doctor, etc., is necessary in conjunction with other First Responders (namely Paramedics), and that team should be dispatched if necessary.
